Percentage vs. flat-dollar tips
Both are fine. A percentage (15–20%) scales fairly with the size of the order. A flat $3–5 is better on small orders — a strict 15% on a $12 order is under $2, which is low for someone who drove to a restaurant and to your door. Use whichever produces the more reasonable amount for the driver, and never go below roughly $3 on any delivery.
Do delivery fees count as a tip?
No. The "delivery fee", "service fee", and "small order fee" charged by DoorDash, Uber Eats and Grubhub go to the platform, not your driver. Your driver only receives the tip you add, so tip on top of those fees regardless of how high the checkout total looks.
